Cursor not lost But what State is it in.

I have a closed region divided into several other closed regions, i.e. a country map with unnamed states. Assume I have 4 states that I know are states A,B,C & D. When my grandson does a mouse down (to for example, flood/paint the state with 'VBred' I want the program to respond " State state(n) is painted red". Let’s assume he used color picker and a cursor shaped bucket. What method can I use to identify the state and not have a problem if he decides to use the same color on another state?
I want to present him with a white map with black outlines. I was thinking of placing a duplicate map under the first and have the lower hidden one painted in different colors/tones and IDing the states by their individual colors. Then duplicate the mouse down on the lower picture to determine the state. I feel that would work but was wondering about other techniques. Any thoughts?
