We are setting up a LAB and we current have CUCM and CUCME 8.x. What are the steps to install 10.X. Do we need you get Upgrade disc or can we order 10.X directly.

If you have a Cisco account, I recommend at least reading the ReadMe file for 10.x. You can also grab the upgrade files from there. Assuming you its available to you under contract.
