CS1000E IP phones behind Cisco switches problem

I have a fairly new CS1000E (5.5) install and for our IP phones (1140) we use LLDP with our Cisco switches. Initially we had to set each Cisco port with a series of commands, shut down the port and bring it back up. The IP phone would then reset, find it's DHCP server, config, etc., and boot up.

Problem: We have had several outages with our network due to old UPS(s) and when the switch reboots the IP phone is stuck at "searching for DHCP".

If I re-enter the Cisco command associated with that port "Network-Policy 1" and shut down the port then up the port, the IP phone comes back.

My Manager wants to know if there is a way to "slow down" the boot-up process from the IP phone because he believes the IP phone is booting faster than the Cisco switch therefore it times-out because it couldn't reach a DHCP server.

Any ideas, anyone else use LLDP?
We are trying to find out how the IP phones can withstand a Cisco switch reboot without having to re-enter Cisco commands and reset the port.
Normally our Cisco network is very very reliable but have had major construction that has shut off power more than normal and our UPS(s) are exceeding their expected up time.

As a general comment, ensure that you are running the latest firmware in the 1140E (C7J is today's version) before troubleshooting anything.
 
Thanks, we are at (C6T) currently. Where can I look up the Firmware version notes of what (C7J) took care of?

And under Network Settings in the IP phone it displays the S1 IP address and S1 Action:1, Retry: 5

Does that mean when booting up it looks for Signaling Server 1 (5 times) with 1 minute intervals, or 1 second intervals?
