Creating Packages

I have tried to create my first packages for SUS 2003. The package advertisement goes out, but is empty? What causes this?

Are you putting patches in the package? You have to select what to push out before there is anything actually in a sus package

I am going through the steps to create a package, and the advertisement pops up for end users. But when they go there, there isn't anything to install. What am I missing?
