Creating new forest

I am building a simple single server here. When naming the forest container, it complains that the domain I use doesn't exist or so I am taking it that way. Well the domain doesn't really exist yet and may never. Is the server going out to the internet to check weather this domain exists or not? Should I not even go the route of setting up an entire tree (forest in this case, I am an NDS guy) and just do a workgroup? I want some level of security here. Thanks!!

I'd go the workgroup route and control access through local user accounts.
