creating mde file in access 2000

I'm trying to create an mde file for my access database which I converted from access 97 to 2000.The mde is being created in access 2000 but I'm failing to create the file Instead I'm getting the error Can'nt create mde" yet when I try to create a small mdb from my access 2000 and try to create the mde for it it accepts what could be my problem ?

Does your database meet the following criteria. If not, that's why it won't work.

1. The code must be free of compile errors
2. If the database has been secured, you must have Read Design privileges for all objects
3. The database cannot be a replica or design master
4. If the database references other Access databases, they must first be compiled into MDE files.
