You probably don't want to write directly to the user and shadow files with perl.

You could check out 'man useradd' and use perl to build the command string to execute it. Use the -g switch to assign users to your ftp group, or -G to assigne to multiple groups

The apache directive UserDir may be relevant.

Here's an interesting script to manage Apache security accounts, the use of the crypt function is enlightening.

does this module work in Solaris enviroments as well?
 
I'm sure the Apache security aspects would, but for the usermod.pm I would doubt it. But I have so solaris background at all.
