Creating Flow Charts

Hi,

I have a worker that wants to create flow charts. They are asking for MS Visio. However, all they will be doing is flow charts from time to time with this software. I feel that Visio is over kill for just using for flow charts. Can any one suggest a cheap or free product that create decent flow charts.
