create a user who can access 1 shared folder

Well, ideally you should not have shared an entire drive in the first place- you should share folders- not drives. In a conventional share, it is usually best to create security groups within the domain, and add users to those groups, then add permissions for groups, not individuals. This gives you a more centralized method of controlling share permissions. So, you add users to groups, and and groups to share permissions. Much easier.

One way would be to create a new share that is just that folder, and give them access to it with a mapped drive. I'd also set the permissions on the main share so that they don't have access to that.
That way they are dumped into the folder they have rights to when they go to their mapped drive, and you don't have to worry about setting NTFS permissions (the security tab) on all the other folders in the main share.
