Create a Desktop Shortcut to Available Wireless Network Window

Does anyone know the method to create a desktop shortcut that will take the user straight to the Available Wireless Network window? I have some users that cannot seem to grasp the right-click on the correct tray icon idea.

My personal saying - Just remember, it can always get worse, and usually will.
 
Open Control panel
Open Network Connections
Right Click on the Wireless conections device
Create short cut to desktop

When not connected to a network this will open the view wireless network window and if connected it will give the connection details.
