I have a system that when unplugged and plugged back in, it needs to have the time re-set in setup.
I thought the battery was going so I swapped it out with another and still have the same problem. Any other things I can check besides the battery?

is the reset bios jumper present? it has to be bridging the 2 "go" pins (1 and 2) for the pc to have a link to the battery. when it's bridging 2 and 3 the pc won't boot, and when it isn't present at all, the bios will reset every time power is lost.

If your m/b has a jumper to set or reset the cmos make sure it is in the correct position. If this is not the case then try yet another battery and if that does not do it you may want to check under the m/b to make sure there are no extra standoffs under it grounding it out.
