CPU COOLING.

Hi, There.
I have been computer noise prob so I changed fan to stealth fans for case(Lian Le-pc60?) -3 fans(80mm)-2 fans for front and 1 is for backside.
I also changed cpu fan from 60mm theramaltak noise fan(maybe 32cfm) to 92mm stealth fan(28cfm).
I am going to change power supplie fan too.
After changed the fans, the temp is going up to 36C for motherboard and cpu temp is 64C.
Then when i play movie from pc to tv and I surf the internet or do something on the desktop..
Before I change the fans, it worked smoothly, but now it works very though. Stick Stick .....
Why it happened.?
Because of temp?
Even though the temp is under the max line, does it effect to cpu ability..
I quess that it supposed to work same as before.
Because despite the cpu temp is high, still under the max line..
The temp is still under the max line...

Please help me..

Do I have to changge heatsink for better cooling.. ?
Then is it work fine as a before.

My cpu is amd 1.4g. (no oc.) and motherboard is asus a7a266,
Ram is ddr 1g. hard drive is 400g. so on...

Please help me .
