Could not be logged on to OWA

I have Exchange 2003 running on Windows 2003 Standard Edition. I have the "log in with forms" security enabled. For some reason, certain users can't log in to OWA. They will get the error "You could not be logged on to Outlook Web Access. Make sure your domain\user name and password are correct, and then try again." They are typing in their information correctly and we've tried logging in with the DOMAIN\USER standard. Some users work fine and others get the logon error.
 
Anything in the event logs?
What happens when they try from a different machine?

Are there multiple FE servers?

Are their accounts locked out?

There is nothing in the event logs. This seems to happen on any PC they try. There are not multiple FE servers. The account is not disabled in AD - if that is what you mean by locked out.
 
And I'm assuming that using Outlook, they have no problems?

Is the web access feature enabled on their accounts?

No problems in Outlook, and yes, the OWA feature is enabled on their accounts.
