COS and Service Observe

Okay, I give up. I need someone to point me in the right direction. How do I find out with COS has access to use the Service Observe feature?
 
Off the top of my head, I think its defined int he COR, not the COS. (can be a service observer)

avayaman has this right. Access to service observe is defined in COR.
 
Don't forget on page 4 in the COR to grant permission to the COR of the user you want to Service Observe.

If you have mutliple people service observing you can control it on this page also so people are not listening in on users they shouldn't
