Corrupt Program Manager

On a Win98SE machine, the "program manager" keeps crashing. I have Norton's Crashguard installed, which has helped immensely from keeping the computer from locking up. The problem presents itself when I try to open up folders in Windows Explorer or from the My Computer icon. Really the only way I've been able to do any folder/file management has been from the dos prompt. I've tried reinstalling all the files associated with Explorer and Program Manager but to no avail. Still hangs and crashes. Any ideas would be appreciated, I'm at a loss, Thanks :)
 
Have you tried to restore a knowen good working Registry, and dis able Norton's Crashguard. "More Than Merely Names"

Registry is fine, been up and down and all over it. When Norton's is disabled, the system just crashes, at least with that running I have a chance to reboot properly. Sorry, but thanks :)
 
Try starting up in safe mode, see if you can work with any of the folders than. if so reinstall windows onto it-self. "More Than Merely Names"

Thanks, but I already tried that, no luck. Plus the fact the version of 98SE I have is a clean install disk, can't reinstall over windows with it. Thus my troubles.
