Corrupt Internet Mail Service ??.... please advise

I have implemented a message filtering on the exchange server. I have periodicly added entries to the message filter on the server to block unwanted bulk email. It workes fine untill recently we discovered all messages from one particular domain ( let me call it "abc.com") are being filtered. Sure enough, the entry for "abc.com" was found in the filter list and later removed. Here's a problem: the messages coming from "abc.com" are still being filtered. With no entries in the registry pointing to "abc.com" how can the server filter email?
All spam domain entries were purged from the registry and reentered again with no results. The emails from "abc.com" are still filered on the server and get listed in the event viewer as unwanted bulk email.
We've restarted Internet Mail Service multiple times.
I would appreciate any input.
 
I assume you have restarted the server after editing the registry?
 
Yes, indeed. Puzzling, isn't it?
 
Well, this problem is getting serious, some legit emails are still being filtered, even now after I've removed ALL the domains from the filter list.
My next step now must be deleting and reinstalling IMS.
... or a new career.
