Correct protocol for sending attachment for example to post?

Not sure I understand what you're asking for - do you want to send an email with attachment programatically ??
If so, we'll need to know which mail program and what app you're using to send ??
If you mean you want to post an attachment here (as in Tek-Tips), AFAIK, you can't
