If you mean that a copy of the file would not work somehow?
1. Most application software for windows supports saving the file with a password/encryption
2. You can secure your folders and any files by using the security principles native to Windows, and in particular with the additional features provided by NTFS filestore.

You can use a group policy object to restrict access to the floppy and some removable drives on a user machine. But you certainly can not do this on a folder by folder basis.
I know Netware for one has a file (not folder) attribute that can do this, but you also cannot change the files contents once it is applied.
