Converting workgroup info from 97 - 2002

I have a database in Access 97 format, but I cannot open or convert it in Access 2002, as it keeps telling me I don't have the permissions to do so. I am presuming that the old style system.mdw file that resided in C:/windows/system32 is no longer the password file for Access databases - I saw something in the help saying that the passwords were stored with the database in Access 2002.

However, despite recreating the same user accounts in Access 2002, I still cant get into my old Access 97 db to use or convert. Also when I open Access 2002 I don't get asked for a password at all.

What do I have to do?
