Converting existing Publisher file to web page

I have an existing file I want to put up on the web. It is a brochure that's chock full of images. I went through all the steps outlined in the help files to convert it and save it as a web page.

When I open it on my computer, it seems to work fine. When I try to email the page to someone, it doesnt imbed into the email like most web pages do, it instead forces itself to be an attachment.

I tried to FTP to my web site, and its not viewable there either. It just comes up as one large unviewable graphic.

Im thinking it has to have something to do with images. Either it cant access the pictures I have in the brochure because theyre not uploaded or the references are wrong, so it just cancells the whole thing. Or more likely, it just converts the whole thing to an image which is causing trouble.

I am using Publisher 2000.

Among the more annoying features of using Publisher to create web pages is that if a text box overlaps a graphic by even the slightest bit, the entire text box is converted to a graphic also. It also adds an enormous amount of nested tables that just use up empty space.
I do a weekly newsletter for our church using Publisher 2000 and have found that the easiest way to send it out on the web is to use Adobe Acrobat to convert it to a PDF file.
The price of Acrobat seemed a little steep for such a limited application at first, but after using it for a couple of years I feel it was worth the investment.
Publisher is excellent for printed documents, but it's web page creation ability is pretty much worthless in my opinion.
