Converting An LCD Screen Into Touchscreen

Tech REpublic have an article that with Windows 7 is possible to convert a regular LCD monitor into touchscreen. Have you used this feature? Do you know how to use it?

Attach the touch-foil on top of the LCD screen, and connect the wires to an USB port. Then use a pointing device (finger or pen) to steer your way through Windows.
