As the guys have said, IP Office only allows you to send digits. To control these digits, if you don't know already, simply amend your dial out shortcode as follows:
To use 9 to dial out...

TN ns01015555555 (your outgoing CLI)
FT Dial
For free dialing...

FT Dial
The outgoing CLI needs to be in your DDI range. You can use this shortcode on a user basis to send user specific CLI.
You can then tell your service provider what number you are sending and they can create a name entry to match your outgoing CLI digits.
