To start I'd boot to safe mode and try the control panel there. If you can't get in there, I'd up and reload windows. If you can get in, there is another program/system event being loaded that is hoggin up a resource or causing and ill effect on the control panel. Start there and let us know.
See if the control panel files are still on your computer.
Browse to this typical one, double click it, and it should bring up the mouse dialogue panel.
C:\WINDOWS\SYSTEM\MAIN.CPL
If it works, then it means the registry settings for the control panel have been altered.
You can also try extracting a new copy of control.exe.
This can be done using SFC.

[li]Click Run
[li]Type SFC
[li]Click Ok
[li]Choose 'Extract one file....'
[li]Type control.exe
[li]Click Start
[li]Extract from must be set to X:\WIN98 (where X: is the drive letter of your CD-ROM drive) or C:\WINDOWS\OPTION\CABS if you have the CAB files on your HDD.
[li]The Save In: location should be C:\WINDOWS\SYSTEM
