control footprint of index.html

Hello,

How do I control the footprint of index.html ? It gets launched directly from the URL line of IE, not from another page. I have a Java Script that opens subsequent pages at a particular footprint, but I don't know how to apply it to the opening of index.html.

index.html happens to be an image of fixed size, if that helps.

This is an embedded robot-control application, not a web site. A browser gets launched in another one of our applications so the user can control a robot with a small popup window.
