The scanners with which I'm familiar can't be controlled by external software... or at least I've never seen any indication that they can. When you want them to operate "automatically", you set them to always-on.
Normally a barcode scanner will scan a barcode and translate it into text via either software or firmware built into the scanner itself. So when you hook up your scanner and install any accompanying software all you need to do is then set focus to an edit field (word, notepad, vb program with a text box) and scan. Now usually the software will allow you to add preceding or ending characters. I usually add either a newline sequence or tab depending upon exactly what I am trying to do to the end of the translated string.
So in short set up the scanner and start a new program or word or whatever and see if it works.
