Content Advisor Error

Hi all,
I have Windows 98 and Internet Explorer's "Content Advisor" has started acting up. Whenever I open a new browser, a error box comes up saying that the content advisor settings are missing information or forbid me from see a particular page.
So, I went to "Internet Options">"Content" and the tried both disabling and changing the constraints in the settings. Of course, I also hit "APPLY" to try to make the settings/change stay.
However, it is being a real pain and is not retaining any of the settings. So, every time I want to view a page or even surf the web, this makes it very tedious.
Can anyone give me some advice?

Close IE then using Windows Explorer (check that you can see all files, click View, Folder Options and make sure the radio button is set to Show All Files), goto Windows\System folder.

Rename your RATINGS.POL file. Restart IE and re-setup your Content ratings.

To clear the rating policy, open regedit and find the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Ratings
Delete all the keys and values under that key, including all subkeys, then close all instances of Internet Explorer (or simply restart the machine). The content advisor will now be disabled. Good luck. --Sapient2003 - sapient@sapient2003.com

I see this high-profile and very annoying problem quite a bit. I've even hit Microsoft up for a $$ answer; not unsurprisingly, no answer.

What I am hearing is the fix for I.E. mysteriously re-enabling itself at most inoperotune moments. While it is wonderful of Microsoft, or anyone else, to provide a fix for the event, do not confuse this with a solution for the larger problem, Content Advisor's inability to be turned off and stay off.

So far, no fix.
