console session does not close and log off

Not sure why but when I log out of server 2003 domain controller it gets stuck on Saving Settings screen. I can log in to it through remote desktop but not as console session. When I login to console it shows me that same Saving Settings screen it got stuck on. Otherwise the server functions properly. Also I noticed every time I log off it doesn't properly shut down Explorer.exe and it asks me every time to End task before log off.

Anyone else experienced similar behaviour?
