Connecting Dialogic card (D240JCT) to Meridian Option 61c

Having issues with outgoing calls. I have connected a Dailogic JCT 240 to a Dual PRI card on our Option 61c.

Both sides come up, but when I attempt to call out from our dialogic server using isdiag, I get Cause 50 error call rejected from the switch.

here are some details.

NI2, B8ZSF, Rte 7 with SVC rte 8 are set as IAO, TGAR 1, TARG 0

In the 61c what is the NCOS of the TIE TRUNKS

OLD ROLMEN WORKING ON NORTELS AND AVAYA

they aren't setup at TIE trunks I have them setup as CBCT trunks and the NCOS wasn't an option.
