Connect TV to computer

I am really having a problem with this. When the computer starts I get the DOS screens and then the Windows XP loading screen, but as soon as Windows starts the screen gets a bunch of wavy lines on it. The cable I have is an S-video to RCA. I plugged the cable into the computer and into every connection on the TV that I could. Every connection on the TV did the same thing. I changed the resolution down all the way to 480 x 640 or something like that, can't remember the actual numbers. Their is no option for a TV any where on the computer. I am going to try and re-install the drivers or find new ones. I have a STB velocity 4400 nVidia Riva TNT, I think. Maybe it's the drivers, maybe it's the card.

Anyway is this one a good video card or can anyone suggest another one. I am not actually going to be using this video card. The TV will be hooked up to another computer which doesn't have a video card right now. I am just testing to see how it works on my home computer first. The computer that the TV will be connected to will be a multimedia computer.
 
I think that the problem that you are experiencing is due to the format the card is trying to send to the TV. I had this exact same problem with a ge-force card from nvidia.

Open the display settings and click on the Nvidia tab. If you are unsure of how to do this let me know.

When you are there click on Nview Display mode and click on the second monitor. Click the Device Settings Button and then Select Output Device. Click on the change format button and then select I\PAL.

Click on Apply and ok buttons until you get to the desktop and then restart the machine.

If this does not work then try using a CO-AX cable instead of S-video.

Check your cable, it should identify it self as a
RCA to s-video, with out powered electronics, you can't combine signals very well as you are trying to do in s-video to RCA, also see gregs post.
 
I don't have an Nvidia tab. Am I doing something wrong? I mean I'm not stupid, I opened the display setting and all I see is the usual tabs. Background, Screen Saver, Appearance, Effects, Settings. I still haven't had a chance to re-install the drivers, so I'll do that as soon as I can.
 
Hi sorry I should have been more specific. On the settings Tab click on Advanced, in there you will find the Nvidia Tab, The tab name will normally be the name of your card, for example mine is GeForce 4 MX.

Well I had already checked that too, and didn't see anything under it. I have gotten to the device manager through My Computer properties. Is that the same place you are talking about? I opened the properties to my graphics card and still didn't see anything a change format button or I/Pal. I have an idea of what you're trying to me to do, but I just don't see it anywhere. But I'll try and mess with the drivers and see what that does.

My brother says he is not sure if I can connect a TV to this Card.
