Confirm Window with Scrollbars 1

I am required to have a confirm box appear when entering a site that states terms and conditions. The trouble is that the text is long and causes the confirm window to be too large to see the the buttons at the bottom. On a Mac, the test is put into a scrollable window in the confirm box, however, Windows doesn't do this. Is there a way to make this text fit? (Kind of like the window you see when installing software listing terms and conditions.)
 
You cannot do this with the javascript alert or confirm dialogs. I think you will have to use an intermediate web page showing the terms & conditions. if user clicks the accept button let them into your main site, otherwise direct them away.
