Configuring WINS for 2k Server

I am trying to install and configure a Machine to act as a WINS Server. I get an installation message while installing, saying Some services did not complete in the alloted time and that some services will not run until WINS starts. I do not know what this means. Also i cannot see Active Registration In the WINS managment Tool. Can anyone tell me why i get this insallation message and how to fix it.

Is can you see the service and have you tryed starting it manually
