Configuring QOS on cisco 2600 Router

Guys,

Is it service affecting if I add a QOS configuration on an existing running config?
 
That's what QoS does---it will let, say VoIP traffic, get the bw it needs, and if the link is oversubscribed, it will keep the VoIP traffic going and drop some of the other stuff. So it limits bandwidth to some applications by allocating dedicated bw to others.

actually applying the QOS to the interface shouldnt be seen by the end users as an outage if the policy is correct...

unless they are using a type of traffic that the poicy starts to police or shape in some way.. but that would be the intention anyways correct?
