Configuring DHCP as a priority

I have a C6506 that's configured to get DHCP addresses from a DHCP Pool on a C7513 (NAT), and currently not configured with any type of priority. My problem is; I have a need to generate over 1024 IPTV Streams into the 6506, and obviously see the CPU go up to 85%-plus, and other devices on the network that need DHCP addresses are getting choked.

Any ideas how to set DHCP priorities? Is it in the bandwidth, QOS, ToS bit, load balance???
