configure account for internal email only

All users are configured with the default setting of being able to email users internally and externally

I need to setup a user that can only email internal users and not external users

How do I set this up?

This is for 2003 but sending internally is done the same for both 2000 and 2003; however, if you want to have then not be able to get messages from outside, you will have to follow this:

I did the first part ie restricting outbound internet emails by using a group and also directly adding the users to the restricted area on the properties of all our 3 default connectors

but the messages get through (smtp virtual server was restarted on one of our servers)
