I know you would use the NEC to figure out how many of a particular cable would fit, However if you had a oval shaped cable, would you use the skinny side or the Long side ? in the calculation

COuld be a fair bit of geometry involved in calculating the area of that. If you wanted to be sure you were safe, you could use the long side of the oval and know you would have a bit more extra room than needed. Personally, I'd contact the cable manufacturer and ask for the calculated area of that particular cable as needed for conduit fill calculations. I'm pretty sure they already did this and could give you a number quickly.

I found the answer, it is in the NEC specifically chapter 9 Note 9 the latter half says "For cables that have elliptical cross sections (Oval) the cross-sectional area calculation shall be based on using the major Diameter of the Ellipse as the Circle diameter" so in short if you get a question that lists both of them go for the larger of the two.
