Computer wont turn itself off

When I shut down windows, the computer won't shut itself off. After hearing a "CLUNK"(relay maybe??), the screen still says windows shutting down. This is the last thing to happen until, get this, I move the mouse...
As soon as I move the mouse, just a tiny nudge, the computer shuts itself off.
The first time I tried it in safe mode it actually shut off by itself, but I tried it again to make sure in safe mode, NO GO...
HELP PLEASE???
 
Shutdown/Restart problems can be tricky. If the computer has always had problems, it is likely that either Windows chose the wrong power model when installed; you need a BIOS update; or you need a newer system board level driver. All of these cases require re-installation of Windows. If it has always done this, look first for the Roxio CD Creator patch in the links below.

Funny that it never says safe to turn off. It gets stuck at windows shutting down, but as soon as the mouse is moved, it shuts itself off.
 
You should check the BIOS to see if the is a wake on usb or other wake on setting enabled. Disable them all.
