Completely Convert Win95 to another language?

I need to convert an English installation of Windows 95 to Czech language. I have set the keyboard type to Czech and the region and language to the same, but this does not actually change the text of the Start menu etc..
I suspect that I will need to actually buy a Czech language version of the software which, is there another way round this, a patch maybe?

I don't think so. Ihave worked on computers that were completely in Korean and Japenese and they both had install CD's that were in their native languages.
Hope this helps - but can't see another solution.
