I'm completely confused here with our Windows 2000 Advanced Server file/print/dns server.

Specifically, I think the DNS server isn't binding to the specified IP address. I've included the results of netdiag and dcdiag below. ANY SUGGESTIONS WILL BE APPRECIATED (greatly). Thanks in advance!

Although the Guid DNS name
(03cb4f70-574b-4c0f-822d-1dec98589752._msdcs.tech.dom) couldn't be
resolved, the server name (server1.tech.dom) resolved to the IP
address (192.168.1.50) and was pingable. Check that the IP address is
registered correctly with the DNS server.

Check your forward lookup zones in DNS.
I can ping your DNS servers OK, make sure you dont have . as a defined zone in your dns. If you have then your telling this server that it is top of the DNS.

Can you ping your DNS servers from this server?

How many network interfaces you have?
Above I see that just one.
That interface is configured to use DNS servers from the internet.
You said that your server has DNS installed on it also. Your DNS address in IP configuration has to point to your internal DNS server (itself). Otherwise is not able to register itself and to use DNS for finding services like DC, kerberos, LDAP, etc.
Have a look on my site in the article about external DNS/ internal DNS. You will see how you have to set your server to have internet name resolution too.
