I was transferring my CICS from one office to another and when I plugged it up, the CICS won't boot and the green led is just blinking. Is this possible of a bad capacitor in the unit? Any ideas?

Sounds like a bad PS and was on its way out.
Make sure all cards are reseated otherwise you may needf to change the cabinet.
