Is it possible to put a Disclaimer/Footer at the bottom of all emails outgoing from my exchange 5.5 server without going round all the clients and doing it?

It sure is, it involves a DLL and a small regisry tweak but it is pretty simple to put into place. Here is a good link for what your after:

I recently used this dll to add a disclaimer to my out bound email. the only problem that I had was the reg file I downloaded, modified, and added to the registry didn't create the correct registry entry and I had to manually create the disclaimer registry entry. Craig
