Command recording?

I have a several Cisco routers which they are configured by some of my employees, I need a way to know each command when it is added to the configuration of these routers to be recorded by whom add it & also at which time & the syntax of the command?

The only way I know is to have a tacacs server set up with authorization and accounting setup on the router and this will record what each command was and who it was done by .
