Command Prompt Problems

I seem to have a probles when I open the cmd prompt from the run field. It opens in C:\documents and settings\user which is fine but when iI type ipconfig or netstat or ping I get this is not a recognized as an internal or external command.
If I cd to the C:\windows\system32 directory all commands work. someone said that my computer is compromised.
I have run Spybot S&D, Adaware and AVG Aint Virus and have found nothing.
Any suggestions??

Your path= environmental variable is messed up.

Right click My Computer, Properties, Advanced tab, and click Environmental Variables at the bottom.

In the bottom box scroll to the "path" variable, and click Edit.

Make sure that somewhere in the string you see:
%windir%;%windir%\System32;%windir%\System32\Wbem
