Cold Reboot - Login Hangs

When my user starts up the system with cold boot(press power button), win2k hangs after he has logged in. There's only an hourglass showing with nothing else. System idle is at 99%. When he press ctrl-alt-del and restart the system, win2k works fine. I had run a scan but no viruses turned up. Could this be a hardware problem?
 
Could be a hardware problem, but first check the BIOS & set it to the manufacturers defaults. If it is already on the defaults try the optimal settings. Get the motherboard manual to check the correct settings.
