CMS R15 Reporting Times

I think I have what should be a fairly easy question. When I run an interval report, I have the starting reporting time set at 00:00-23:30. Can anyone tell me what determines the first interval time that the report actually reports on? For example, I can run the same interval report on the same set of skills for 5 days straight and the first interval will be 7:00 am. But on the 6th day, it will be 8:00 AM. I say it has something to do with when agents log in that have those skills but I have a supervisor that claims differently. Incidentally, our intervals are 30 minute increments.

What interval report are you running? Skill, VDN, Vector, etc?

CMS will only report statistics for intervals it actually has data/records. Is there time of day considerations in the Vector programming that wouldn't send calls to the call center until 8am on the 6th day?
