If you've had your system "hardened" by avaya you will not be able to logon as Root remotely.
You should also be able to telnet to the system from a dos window (cmd) and choose term type vt100. While you won't be able to use the funtion keys, it will tell you if the issue is with ASA or the CMS box itself.
In ASA, you need to create a Generic Device for CMS to work. Did you do this? Once you are using this type, log in to CMS, and once you see the main CMS Menu, you can press F3 and choose the option" UNIX(r) system"
