CMS Graph, Data Point as Percent wrong

I have created a bar graph and have the data element PERC_CALL_ABAN_SUM.

If I display the data point as a value it displays as 6 for 6%, but if I change it to display as a percent it displays as 93%, 2 as a value when the data item is 2% shows as 31% when I change it to display as a percent.

What is wrong here?

Okay, so I finally realize what this stupid program is doing. When you change it to percent, the graph interprets the number to be the % of the area the bar occupies in the chart. [hairpull3]
