CME Upgrade, adding users

I have a location running CME and CUE on a 2811 router. We have it licensed for 36 users.
I was told that this is the total amount of users possible on a 2811, and to add users, I had to upgrade to a 2821 and a new NM-CUE-EC.

Is this accurate?

36 is the maximum number of phones that a 2811 can handle. To handle more phones you need a bigger router.
An NM-CUE can handel more mailboxes and has more storage size for messages. CUE needs to be sized based on your needs. To my knowledge the 2801 CUE will work in a larger router, it just is limited due to size.
