CME 4.1 - Not registering "Opening" random IP

Has anyone ever had their phone try to connect to a completely random IP?

Configuring CME
Then "opening 208.67.xxx.xxx".

I have 2 7921 phones that used to work on my network. I moved and switched to a new router. Now my phones are trying to connect to a random IP (208.67.xxx.xxx). This IP is nowhere in my config or my router. I also lose all of my phone options as it tries to connect. Only the "1. Phone Settings" option is selectable under Settings. 1 of the 2 phones actually worked at my new house for a week. But, when I restarted the phone it started trying to find this other IP.

Any ideas?
 
I think my loads are no longer in my TFTP. I am going to try and move them to the flash again.
 
The phone loads were there...back to no idea.

Let me know please if you have any ideas.

Have you factory reset the phones to clear out anything that may have got screwed up?
 
I have to do a factory reset each time the phone tries to connect to the random IP. All of the settings on the phone get grey'd out while it is connecting. The only option I have is the Phone Settings directory for the factory reset.

I did some reading about firmware. I updated the phones to the latest firmware at my office 1.3.3. Apparently I can't downgrade far enough to use them again on CME 4.1.

If that is wrong please let me know.
