Nope. Shared storage is a requirement of clustering.
Replication, Log Shipping, 3rd party software are going to be your options.

If you want to setup any windows cluster you need shared storage. Here's a link to the 2003 cluster deployment guide:
Like the above poster indicated you use replication, etc. to setup two independant SQL servers which maintain/offer the same data.
