Cluster Administrator - will it start services on nodes itself

I have a cluster on 2 nodes managed by MS Cluster Administrator 5.2, I have some shared resources, one of which is a Service. The Service has a dependancy on a shared Virtual Drive, therefore 2 services cannot run at one time.
After installation of the service on both nodes, is the correct procedure to not start the service and let the Cluster do this when service is required on the present node?

Is this normal functionality? to have services depending on a Virtual Drive which can only be in use by one service at any one time.

Yes that is completly normal.

After you install the service on both machines set the startup to manual.

Add the service to the Cluster Resource group, and have it depend on the drive. Then start the drive and the service and it will start on the correct node that the drive is active on.
